Linear transport infrastructure requires detailed route planning to achieve a workable engineering design that minimises impacts on property, people and the environment. The scale of linear transport infrastructure requires a spatial data led approach to assessment and reporting with multiple spatial data sets integrated in a GIS platform to enable efficient assessment and reporting.
Urban public transport projects are increasingly integrated with urban renewal, presenting a challenge to the established assessment frameworks which create separate approval pathways for development and infrastructure.
EME Advisory has supported a number of transport infrastructure projects through the State significant infrastructure approval process including the process for SSI declarations and integration of development into a SSI pathway.
Project Highlights
Sydney Metro West / Sydney International Speedway
Planning Approvals Manager for the Sydney International Speedway, leading the preparation of a State Significant Infrastructure EIS and securing an accelerated approval within a demanding construction program. EME Director, Brian Cullinane, worked closely with DPIE and project stakeholders to enable early works to be delivered under exempt and complying development pathways, supporting timely delivery for Sydney Metro West.
Transport for NSW (TfNSW) – Circular Quay Renewal
Provided planning strategy, SEPP interpretation and zoning analysis for the renewal of one of Sydney’s most iconic precincts. EME Director, Brian Cullinane, advised on approval pathways, coordinated with the Commonwealth under the EPBC Act, and contributed to the planning framework that will guide the long-term revitalisation of Circular Quay.
TfNSW / ARTC – Transport Infrastructure Assessments
Delivered numerous Reviews of Environmental Factors and planning assessments for road and rail upgrades across NSW. EME’s work under Sydney Maintenance Contracts and regional network programs has supported safe, efficient delivery of critical transport infrastructure.
Sydney Metro – CBD Stations Design
Working collaboratively with architects and engineers through an integrated project team to provide planning advice to the design of six metro stations. This included engagement with DPHI to monitor detailed design against conditions of approval and presentation to the Design Review Panel.
Stansted Airport Second Runway (UK)
Led coordination of specialist studies and transport strategy assessments for the Environmental Impact Statement of the proposed second runway at Stansted Airport. The work provided a comprehensive planning and environmental framework to support national decision-making on aviation capacity.
